Notice of Invitation for Bids: Town Hall-Community/Meeting Hall

Sealed bids are invited for the construction of the Town of Duck, North Carolina Town Hall – Community/Meeting Hall.  The project is generally described as a 7,941 square foot, two-story, two building, wood frame office and meeting hall with associated site improvements. 

Sealed bids will be accepted at the current Town of Duck Administrative Offices, 1240 Duck Road, Suite 106, Duck, North Carolina, 27949 (in the Waterfront Shops) until Monday, August 23, 2010, at 4:30 p.m. as shown by the clock in the office.  No bids will be accepted after that date and time.  The bid results will be opened on Tuesday, August 24, 2010, at 2:00 p.m. and available for inspection after the opening at the same location. A Bid Bond is required.

Procedures for submitting a bid, claiming an error, withdrawal of bids, and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids.  The Town of Duck reserves the right to reject any or all bids as allowed by the North Carolina General Statutes.

A pre-bid conference will be held at the Town of Duck Administrative Offices, 1240 Duck Road, Suite 106, Duck, North Carolina, 27949 (in the Waterfront Shops) on August 2, 2010, at 2:00 p.m.  Attendance shall be optional, but encouraged, for those submitting a bid.

The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications plus such successive Additive Bid Items as the Town of Duck in its discretion decides to award in the manner set forth in the Instructions to Bidders.

A non-refundable printing charge of $105.75 plus shipping, if applicable, for each set of the Invitation for Bids documents will be required.  There is no charge for accessing the materials on-line.

PUBLIC NOTICE

The Town of Duck, North Carolina, will hold a Public Hearing on Wednesday, August 4, 2010, at 7:00 p.m. in the Town’s Municipal Offices located at 1240 Duck Road, Suite 106, to receive comments on the filing of an application with the Local Government Commission (LGC) for approval of a financing agreement authorized by North Carolina General Statute 160A-20 for the construction of a town hall – community/meeting hall and authorizing the execution and delivery of related instruments and determining other matters in connection therewith.  The amount to be financed shall not exceed $2,000,000. PUBLIC NOTICE

The Town Council of the Town of Duck will conduct a Public Hearing on August 4, 2010 to receive comments on the following request:

SE-2010-002               A special exception application, submitted by Mr. and Mrs. Andy and Melissa Fones, property owners at 1166 Duck Road, also known as Lot 127, Four Seasons Subdivision – Phase 2, in Duck, North Carolina.  Pursuant to the Town of Duck Code of Ordinances, Section 156.054, the special exception is to allow modification of an existing deck and placement of a hot tub in the required side yard of the property.

TCV 2010-002            A variance application submitted by the Town of Duck, North Carolina, property owner of 1200 Duck Road, Dare County PIN# 985916747660, to allow an increase in building height to accommodate a cupola on the proposed Town of Duck Town Hall.  This variance request is pursuant to the Town of Duck Code of Ordinances, Section 156.056 (C).

Update on the NC 12 (Duck Road) Storm Water Project

The majority of the utility relocation work for the NC 12 (Duck Road) storm water project has been completed as of May 10, 2010; however, CenturyLink contractors will be continuing to splice communication fiber for the next several weeks. In addition, North Carolina Department of Transporation contractors will be completely demobilizing over the next several weeks by removing silt fencing, grading, seeding, and providing temporary erosion control measures within the project area. Limited work within the southbound lane right-of-way will occur over the next several weeks, but is not expected to cause traffic delays. Construction will resume and be completed in the fall of 2010.
